Gurgaon HSVP announces one time offer to apply OC

Are you living in a house without an Occupancy Certificate? If yes, then here is the last chance for you. Homeowners can rejoice as Haryana Shehri Vikas Pradhikaran (HSVP) has announced a one Time offer to apply for Occupancy Certificate (OC) by 31st December 2022.

In Gurgaon, there are a considerable number of residential, institutional and commercial buildings that are occupied without valid certificates. The Haryana Shehri Vikas Pradhikaran (HSVP) has announced a one time relief scheme to apply for Occupancy Certificate (OC) before December 31, 2022. Officials have clarified that this is a one time opportunity to clear the pendency of OCs in case the documentation was not done by an allottee due to any reason.

What is an Occupancy Certificate?
An Occupancy Certificate (OC) is a mandatory document which certifies that the building is suitable for occupation and complies with the local building norms. The certificate is issued only after the real estate project is inspected by the concerned authority.

How much are the fees to apply for Occupancy Certificate?
The applicants will need to pay a prescribed fee for the OC. The receipt of these fees will be attached with the application form. The fees for group housing and institutional plots are Rs 1 lakh, Rs 50,000 for commercial plots and Rs 25,000 for residential plots. Apart from this fee, there would also be compounding charges applicable for any violations.

What is the process to apply for Occupancy Certificate?
The entire process has been digitised for the convenience of citizens. Applicants can visit the official website of the HSVP and apply for the OCs. They would need to upload electricity and water bills, along with other relevant details and receipt of the fees.

Once the application is received by the Authority, officials will scrutinise the documents. A visit will then be conducted to check for violations and adherence to building codes. A report will be made with observations of this visit. After the designated estate officer signs up on the application, the OC will be issued by the HSVP.

Recently, the Department of Town and Country Planning (DTCP) has also come up with new guidelines to expedite grant of OCs in plotted colonies. It has been proposed that empanelled architects will be granted authority to issue OCs under a self certification policy.
